00400		This essay is one of a series concerned with theoretical issues
00500	in artificial intelligence.  The premiss of the series is that progress
00600	in artificial intelligence at present is impeded by the lack of general
00700	theory.
00800	It is further based on the premiss that it is worthwhile to separate as
00900	much as possible the epistemological problems of artificial intelligence
01000	from the heuristic problems.

01200		The epistemological problem of general intelligence is the following:

01400	This raises a question of what we mean by %2general%1 intelligent behavior,
01500	and we are not yet in a position to give a precise answer, but the general
01600	idea is that we should be able to pose any problem that can be posed to
01700	a human though not necessarily in natural language, and the system should
01800	"understand the problem" assuming it isn't too "technical".
01900	Moreover, while the system isn't required to be able to solve any problem
02000	it should at least be able to "follow" the solution requiring only the
02100	special facts of the problem while being self-reliant for general knowledge.
02200		Here is a preliminary idea of the general knowledge required, but
02300	it is necessary to distinguish between the abilitiy to use the knowledge
02400	and the ability to express it in a fully general way.  The former is what
02500	is required for intelligence and the latter is what we are attempting to
02600	do in this article.
